The Annual Synar Report (ASR) format provides the means for States to comply with the reporting provisions of the Public Health Service Act (42 U.S.C. 300x-26) and the Tobacco Regulation for the SAPT Block Grant (45 C.F.R. 96.130 (e)). In accordance with the tobacco regulations, States are required to provide detailed information on progress made in enforcing youth tobacco access laws and future plans to ensure compliance with the Synar requirements to reduce youth tobacco access rates. These data are required by 42 U.S.C. 300x-26 and will be used by the Secretary to evaluate State compliance with the statute.
Synar regulations require States to make the ASR available for public comment with the final survey results submitted to the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Prevention (CSAP) for final review and approval. Comments should be directed in writing to the DBH Research mailbox at DBHResearch@dmh.mo.gov.
The public may view the Missouri Annual Synar Reports by logging into SAMHSA’s WebBGAS grant portal by accessing the below website and log in information. After logging in to the grant portal, the block grant applications and reports can be viewed by clicking on “View an Existing Application” under the Welcome to WebBGAS header or by clicking on “Existing Applications” in the banner at the top of the page.
