The Division follows the process outlined in 9 CSR 45-2.015 to determine state-wide access to waiver programs. Access is based on priority of need (PON) and then date added onto the wait list.
PON is described on a scale from 1 through 5. PON 1 - 4 is based on the individual's overall Missouri Adaptive Ability Scale (MAAS) score. PON 1 indicates the individual has lower needs and higher functioning. PON 4 indicates the individual has higher needs and lower functioning. PON 5 is based on the individual meeting one of the crisis criteria outlined in 9 CSR 45-2.017(1)(E) (requires verification).
Individuals with higher PON scores receive access to waiver programs before individuals with lower PON scores. Access to waiver programs for individuals with the same PON score is based on who has been on the wait list longest. Funding for individuals on the wait list depends on annual budget approval.
